Is very easy. My Photoshop comes in spanish so I will try to translate it.

The image in black and white is better not to get confused with the colors.
Go to "Filter" -> "Artistic" -> "Cutout"
Then you select the zone that you want to paint. (magic wand)
The zone of points you go to "Filter" -> "Sketch" -> "Halftone Pattern".
And the brush to add details as the lines of the eyes or the sheen.


Oh my! My english is very poor. :P
